Pag-IBIG Fund has officially announced its 2025 Dividend Rates for Pag-IBIG Regular Savings and the Return Rate for MP2 Savings, reflecting the Fund’s strong financial performance and prudent investment strategy.

The announcement was led by Department of Human Settlements and Urban Development (DHSUD) Secretary and Pag-IBIG Fund Board Chairman Jose Ramon P. Aliling, together with Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta.

“Our commitment is clear: every peso earned is returned to our members in the form of higher dividends and stronger programs,” Chairman Aliling stated.

CEO Acosta added, “This milestone is the result of sound fiscal management and the continued trust of our members. We remain focused on growing their savings and securing their financial future.”

This achievement aligns with the directive of President Ferdinand R. Marcos Jr. to strengthen institutions, protect members’ savings, and ensure that government programs directly improve the lives of Filipino families.

Pag-IBIG Members’ Savings Surge 21% to Record ₱160.41 Billion in 2025; MP2 Savings Hit ₱83.51 Billion


Pag-IBIG Fund members collectively saved a record ₱160.41 billion in 2025, marking a 21% increase from the previous year and the highest amount ever recorded in the agency’s history.

The agency said the milestone was driven largely by the continued growth of voluntary savings, particularly under its Modified Pag-IBIG II (MP2) Savings Program.

“Once again, our strong collections reflect the trust and confidence our members place in Pag-IBIG’s savings programs,” said Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon P. Aliling, who also chairs the Pag-IBIG Fund Board of Trustees. “With ₱27.61 billion more savings collected in 2025 compared to the previous year, Pag-IBIG Fund’s solid financial position enables us to continue offering low-interest rates and to support the financing requirements of the Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program of President Ferdinand R. Marcos Jr.”

Of the total savings collected in 2025, mandatory monthly contributions amounted to ₱66.80 billion. Notably, voluntary savings - funds saved by members with the agency that are over and above their required contributions - accounted for the larger share of total collections.

“Our members are saving more voluntarily, to the point that voluntary savings have already surpassed mandatory contributions,” said Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta. “Voluntary savings reached ₱93.60 billion, or 58% of our total savings collections. This is very encouraging because it shows that the culture of saving for the future remains strong among Pag-IBIG members.”

Acosta noted that members’ additional monthly contributions reached ₱10.09 billion, as more members opted to save above the required ₱200 monthly contribution. She attributed this to members’ growing appreciation of saving with Pag-IBIG Fund, supported by its consistent track record of competitive annual dividend rates.

She added that this same confidence continued to drive strong MP2 Savings participation, with collections reaching ₱83.51 billion for the year, making it the primary driver of voluntary savings growth.

“We are very pleased that MP2 Savings continues to encourage more Filipino workers to set aside money for their future,” Acosta said. “Through this program, we have helped our members appreciate the value of disciplined saving by offering a secure and rewarding savings option aligned with their short-term goals. In fact, a number of our MP2 savers, particularly retirees and pensioners, now call themselves ‘LODI,’ or ‘Living on Dividends,’ as they use their annual returns to help cover daily expenses. Our members can be assured that we will continue to manage their savings prudently and strive to provide the highest possible returns. That is Lingkod Pag-IBIG at work.”

More Filipino Workers Secure Homes as Pag-IBIG Housing Loan Releases hit P140.54 Billion in 2025


Pag-IBIG Fund officials
announced that the agency’s housing loan releases reached P140.54 billion in 2025, an 8% increase from P129.73 billion released in 2024. The agency’s home loan programs benefited 90,727 Filipino workers to buy a housing unit or finance home construction, renovation or improvement.

Recently cited by President Ferdinand R. Marcos Jr. during the National Housing Expo last October for its efforts to expand access to affordable housing in the country, the agency said the milestone reflects sustained momentum in affordable housing finance.

“We are pleased to report that Pag-IBIG Fund’s housing loan accomplishment in 2025 reflects our sustained work under the Expanded Pambansang Pabahay para sa Pilipino Program, or Expanded 4PH, to help more Filipino workers secure decent homes,” said Department of Human Settlements and Urban Development Secretary Jose Ramon P. Aliling, who also chairs the 11-member Pag-IBIG Fund Board of Trustees. “This supports President Marcos Jr.’s directive to accelerate the delivery of affordable housing by keeping financing accessible to our fellow Filipinos. We will build on these gains in 2026 by working even more closely with our shelter partners to speed up loan releases and help more Filipino families move into their own homes.”

Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta said the agency’s housing loan programs are designed to keep homeownership affordable for Pag-IBIG Fund members in the Philippines and abroad, while supporting the government’s goal of uplifting the lives of Filipinos through access to decent shelter.

Of the total housing loans released, the agency said 7,056 Expanded 4PH socialized housing units worth P7.63 billion were financed by the program’s subsidized 3% interest rate. It also cited 4,811 housing units worth P6.2 billion financed under its 4.5% promotional rate for loans of up to P1.8 million.

“Pag-IBIG Fund remains fully aligned with the directive of President Marcos Jr. to expand access to quality and affordable housing, especially for minimum wage earners and middle-income members,” Acosta said. “As the largest single source of home mortgage financing in the country, we recognize our role in helping more Filipino workers secure safe, decent homes through home loans that remain affordable and responsive to their needs.”

She added that last year, Pag-IBIG Fund rolled out home loan programs addressing members’ varying needs, including subsidized and promotional rates for eligible borrowers, as well as financing for home repair and improvement.

Under the Pag-IBIG Housing Loan for the Expanded 4PH, qualified local members and all Overseas Filipino Workers who are first-time homebuyers may avail themselves of loans to purchase socialized housing units at a subsidized 3% annual interest rate for the first five years, extendible for another five years for qualified borrowers. The subsidized rate lowers monthly payments to P4,005 for house-and-lot units priced up to P950,000, and about P8,432 for condominium units priced up to P2 million. Pag-IBIG Fund Acquired Assets that fall within the socialized housing price ceilings are also included. Through the Early Bird Promo, the first 30,000 qualified borrowers may enjoy the subsidized rate for the first 10 years of the loan.

Pag-IBIG Fund also offers a 4.5% promotional rate for qualified local members and all Overseas Filipino Workers who are first-time homebuyers on loans of up to P1.8 million, making monthly payments more affordable. Under the offer, a P1.8 million loan payable over 30 years carries a monthly amortization of P9,120.34, compared with P11,082.91 at the regular 6.25% rate, allowing members to save nearly P2,000 a month, or about P71,000 over the first three years of the loan. This loan may be used for the purchase of a residential house and lot, a residential lot, the construction or completion of a home, home improvement, or the purchase of a Pag-IBIG Fund Acquired Asset.

For members who seek to improve their current homes, Pag-IBIG Fund offers the Pag-IBIG Home Improvement Loan, which allows qualified members to borrow up to P300,000 for repairs or home upgrades, payable within five years. With minimal documents and simplified requirements, members can apply more easily, the agency said. The loan is currently offered at a promotional rate of 3% per annum for the first 10,000 borrowers.

Pag-IBIG Fund Rolls out Special 3% Loan Rate Under Expanded 4PH to Make Housing more Affordable

announced Friday, July 25, that it is offering a special subsidized interest rate of 3 percent per annum for the first five years of housing loans under the Expanded Pambansang Pabahay para sa Pilipino (Expanded 4PH) Program. The special rate is available to eligible members from the lowest income segments up to the seventh income decile, as well as all overseas Filipino workers, for the purchase of socialized housing units – which now include house-and-lot units, condominium units, and Pag-IBIG Acquired Assets.

The initiative supports President Ferdinand R. Marcos Jr.'s directive to expand access to affordable and dignified housing, in line with the administration's Bagong Pilipinas vision.

“We are pleased to report that Pag-IBIG Fund has once again stepped forward in its commitment to helping more Filipinos secure dignified homes,“ said Secretary Jose Ramon P. Aliling, head of the Department of Human Settlements and Urban Development (DHSUD) and chairperson of the Pag-IBIG Fund Board of Trustees. “Together with the enhancements under the Expanded 4PH Program - which now covers both vertical and horizontal housing developments - Pag-IBIG Fund's wider home financing options ensure that more Filipinos can finally achieve homeownership. This is our solid commitment to President Marcos' vision of providing decent shelter through a sustainable housing program under the Bagong Pilipinas banner.“

Aliling also cited the support from the private sector, noting that developers have committed to building more than 250,000 socialized housing units nationwide under the Expanded 4PH Program, significantly accelerating the government's housing efforts.

Under the Pag-IBIG Housing Loan for the Expanded 4PH Program, first-time homebuyers - particularly those earning less than 47,856 pesos per month in the National Capital Region and less than 34,686 pesos outside NCR - may avail of the subsidized 3 percent interest rate for the first five years of the loan. All overseas Filipino workers, regardless of income, also qualify for the special rate. The loan may be used to purchase quality socialized house-and-lot units and condominium units under accredited Expanded 4PH projects, priced up to 850,000 pesos and 1.8 million pesos, respectively. It may also be used to purchase Pag-IBIG Acquired Assets with net selling prices that fall within these ceilings. The program further offers additional financing of up to 100,000 pesos for home improvements, such as utility connections and home fixtures, and provides a 100 percent loan-to-value ratio, meaning borrowers are not required to provide cash equity.

Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta emphasized that the agency's ability to offer low interest rates stems from its strong collection efficiency, eliminating the need for external borrowing. She added that the initiative aligns with Pag-IBIG Fund's 10-year plan to deliver double-digit dividends on members' savings while allocating half of its housing portfolio to loans with a 3% interest rate through efficient asset management.

Pag-IBIG Fund Offers Housing Loan Moratorium in Calamity-Hit Areas, Heeds President Marcos' Call to Extend Assistance


Pag-IBIG Fund has offered a one-month moratorium on housing loan payments to assist members affected by Severe Tropical Storms Crising, Dante, Emong and the Southwest Monsoon, as part of its continuing response to President Ferdinand R. Marcos Jr.'s call to deliver swift and responsive relief to calamity-stricken members.

Pag-IBIG Housing Loan borrowers residing or working in areas officially declared under a state of calamity – including Manila, Quezon City, Cebu City, Marikina City, Malabon City, Dagupan City, the province of Cavite, Calumpit in Bulacan, Sebaste and Barbaza in Antique, Calasiao and Umingan in Pangasinan, and Cainta in Rizal – may apply for the moratorium to help ease their financial burdens and redirect their resources toward urgent recovery needs. Additional areas that may be declared under a state of calamity in the coming days will also be covered.

“Pag-IBIG Fund stands in full support of President Marcos' directive to extend immediate assistance to our fellow Filipinos affected by Typhoons Crising, Dante and Emong and the heavy monsoon rains,“ said Secretary Jose Ramon P. Aliling, head of the Department of Human Settlements and Urban Development and chairperson of the 11-member Pag-IBIG Fund Board of Trustees. “This one-month moratorium on housing loan payments reflects our commitment to compassionate governance and our determination to help affected members rebuild their lives during these difficult times.“

Under Pag-IBIG Fund's One-Month Housing Loan Payment Moratorium, qualified borrowers will have their monthly amortizations or installment payments temporarily suspended for one month, without incurring penalties or additional interest. Loan terms will be extended accordingly, with all other conditions, including interest rates, remaining unchanged.

Eligible housing loan borrowers may file their applications until August 24, 2025, either online through the agency's Virtual Pag-IBIG platform or by visiting any Pag-IBIG Fund branch. No processing fee will be charged.

This follows the agency's earlier announcement that its Calamity Loan Program is now open for members in areas declared under a state of calamity, and that Housing Loan Insurance claims are available for borrowers with damaged homes financed through Pag-IBIG Fund.

“Our priority is to reduce the financial burden on our members as they recover from the impact of recent calamities,“ said Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta. “This housing loan moratorium provides immediate relief so they can focus on their families, safety, and rebuilding. We understand what it means to face uncertainty after a disaster, and that is why we are here. Pag-IBIG Fund Heeds PBBM's Call, Mobilizes Calamity Loan for Members Affected by Typhoon Crising


Pag-IBIG Fund has mobilized its Calamity Loan Program to assist members affected by Typhoon Crising, in line with the directive of President Ferdinand Marcos, Jr. to deliver immediate support to Filipinos in disaster-hit areas.

“We are ready to assist our members affected by Typhoon Crising through the Pag-IBIG Calamity Loan,“ said Secretary Jose Ramon P. Aliling, head of the Department of Human Settlements and Urban Development and chairperson of the 11-member Pag-IBIG Fund Board of Trustees. “We continue to closely monitor developments and are prepared to provide immediate aid in areas that may be declared under a state of calamity in the coming days. This is part of our continuing effort in heeding the call of President Marcos to deliver timely relief and support to those in need.“

Under the Pag-IBIG Calamity Loan Program, qualified members may borrow up to 90% of their total Pag-IBIG Savings, which consist of their monthly savings, employer counterpart contributions, and earned dividends. The loan carries an interest rate of 5.95% per annum, the lowest for cash loans in the market, and is payable over a period of up to three years, with a three-month grace period before the first payment is due. Members may file their loan applications within 90 days from the declaration of a state of calamity in their area.

Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta, meanwhile, stated that Pag-IBIG branches are now in coordination with local government units in their respective areas for the deployment of the agency's mobile branch, the Lingkod Pag-IBIG On-Wheels, to receive applications for loans from members, as well as insurance claims from current Pag-IBIG Housing Loan borrowers whose properties have been damaged due to the typhoon.

“When calamities strike, we at Pag-IBIG understand that our members in affected areas need immediate financial assistance. For this reason, we make sure that all our services and benefits remain accessible to our members. Even while our offices and personnel in typhoon-hit areas have also been affected, our branches remain open and are ready to receive loan applications and housing loan insurance claims. We are also set to deploy our Lingkod Pag-IBIG On-Wheels to initially go around these areas once roads are accessible, to further bring our services closer to our members who are most in need. And, for members who have internet access, the Virtual Pag-IBIG is ready to accept their Calamity Loan applications online. Pag-IBIG Fund Earns 13th Straight Unmodified Opinion from COA


Pag-IBIG Fund has earned its 13th consecutive Unmodified Opinion from the Commission on Audit (COA), reaffirming its commitment to excellence in financial management, sound governance practices, and consistent compliance with accounting and auditing standards, officials announced on Tuesday, July 1.

The latest audit opinion followed COA's comprehensive review of Pag-IBIG Fund's financial statements and operations for the year 2024. The review confirmed that the agency's transactions were properly conducted in accordance with applicable laws and regulations, and that its financial statements were fairly presented, in all material respects, in line with relevant government accounting and reporting standards.

“This is further proof that Pag-IBIG Fund has been, and continues to be, managed with professionalism, prudence, and integrity,“ said Secretary Jose Ramon P. Aliling, head of the Department of Human Settlements and Urban Development and Chairperson of the 11-member Pag-IBIG Fund Board of Trustees. “It is a testament to how Pag-IBIG Fund upholds the highest standards in managing our members' hardearned savings and in fulfilling its mandate to serve the Filipino worker. This achievement also reflects Pag-IBIG Fund's strong position, as it plays a key role in the administration's flagship Expanded Pambansang Pabahay para sa Pilipino (4PH) Housing Program. We remain committed to the directive of President Ferdinand Marcos Jr. to build a more secure, resilient, and prosperous future for every Filipino family.“

COA had previously issued unqualified opinions on Pag-IBIG Fund from 2012 to 2017 and unmodified opinions from 2018 to 2024. With this latest result, Pag-IBIG Fund joins a short list of Philippine government agencies and GOCCs that have consistently received unqualified and unmodified opinions for over a decade, a noteworthy distinction that underscores its sustained fiscal discipline and commitment to transparency.

Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta likewise emphasized the significance of this recognition, highlighting how it reflects the agency's outstanding performance and service delivery in 2024.

“Pag-IBIG Fund exceeded the one-trillion-peso mark in total assets and posted a historic net income of P66.78 billion last year. We also achieved all-time highs in our housing loan releases, cash loan disbursements, and loan collections, enabling more Filipino workers to access affordable home financing and meet their short-term financial needs. Earning COA's Unmodified Opinion for the 13th consecutive year affirms that we accomplished all these while upholding the highest standards of integrity, in line with President Marcos Jr.'s call for excellence and accountability in public service,“ said Acosta.

“This recognition reinforces our members' trust, knowing that their savings are safe, protected, and responsibly managed. We will continue to serve them with Tapat na Serbisyo, Mula sa Puso, and remain focused on sustaining this track record of integrity in the years ahead,“ she added.

The unmodified opinion from COA adds to the list of recognitions earned by Pag-IBIG Fund from governing bodies for its excellence in public service last year. In 2024, Pag-IBIG Fund was also named as one of the top-performing government firms for good governance by the Governance Commission for GOCCs (GCG). Pag-IBIG Fund also earned a satisfaction rating of 99.52% in its 2024 Client Satisfaction Measurement, in accordance with the standards set by the Anti-Red Tape Authority (ARTA) and the GCG.

Pag-IBIG MPL, mas pinalaki at mas pinadali ang pag-qualify para sa mga miyembro

Mas pinahusay ng Pag-IBIG Fund ang Multi-Purpose Loan (MPL) nito upang mas malaki na ang maaaring mahiram ng mga miyembro, mas maikli na ang panahon upang mag-qualify, at mas maraming pagpipiliang repayment terms. Ayon sa ahensya, ang mga pagbabagong ito ay bunsod ng patuloy nitong pagtugon sa mga pangagailangan ng mga miyembro nito.

Sa ilalim ng mas pinagbuting Pag-IBIG MPL, maaari nang makahiram ang mga miyembro ng hanggang 90% ng kanilang kabuuang Pag-IBIG Regular Savings—mas mataas ng 12.5% kumpara sa dating 80%. Para sa mga miyembro dinagdagan at inupgrade ang kanilang regular savings, lalo pang tataas ang kanilang loan amount dahil nakabase sa kanilang ipon ang kanilang mahihiram. Sa kabuuan, mas malaki ang maaaring matanggap ng mga miyembro mula sa MPL upang lalong makatugon sa kanilang pangangailangan. Ang mga pagbabagong ito—mas mataas na halaga at mas mabilis na eligibility—ay ipatutupad din sa iba pang Short-Term Loan programs ng Pag-IBIG, tulad ng Health and Education Loan Programs (HELPS) at Calamity Loan.

Bukod sa mas malaking loan amount, mas pinaiksi rin ang panahon para maging eligible ang mga miyembro. Sa ilalim ng pinahusay na programa, maaari nang mag-loan ang mga aktibong miyembrong may 12 buwang hulog sa Pag-IBIG – mas mabilis ito kumpara sa dating requirement na 24 buwan. Dahil dito, mas maaga nang makaka-access ng pondo ang mas maraming miyembro para sa kanilang mga agarang pangangailangan. Samantala, ang mga miyembrong may existing loan sa ilalim ng dating guidelines ay maaari ring mag-apply muli sa enhanced MPL kung kailangan pa nila ng karagdagang cash dahil sa mas mataas na loan entitlement. Ang mga pagbabagong ito ay magiging available simula Mayo 16.

Kabilang din sa mga pagbabago sa Pag-IBIG MPL ang bagong one-year repayment term bilang dagdag na opsyon sa existing na two at three-year terms nito. Nagbibigay ito ng karagdagang flexibility para sa mga miyembro, upang lalong maiakma ang buwanang bayad sa loan sa kanilang financial capacity.
